企业在制作卷宗时要同时准备一份SME的声明（declaration）；不同国家的企业（包括非欧盟企业）都必须按照Commission Recommendation 2003/361/EC 来判定自己是否属于SME.
Different definitions of SME may exist in your country but, for the purposes of REACH, only the definitions set out in Commission Recommendation 2003/361/EC can be taken into account.
Upon that declaration, the Agency will automatically apply the relevant reduced fees.
